An interesting tidbit of history is that the two primary architects of the health exchanges in the Patient Protection and Affordable Care Act of 2010 are Mormon. The plan was based on a program developed during the administration of Mitt Romney in Massachusetts. The primary architect of the bill was, of course, the Democratic Senator of Nevada: Harry Reid.
Utah was one of the first states to impose the exchanges of PPACA. Utah imposed the exchanges with very little public comment or input into the process.
Governor Mike Leavitt's insurance company provides infrastructure for the exchanges. Governor Jon Huntsman supported the exchanges in his 2012 presidential bid.
